Condition & Grading Policy

This Condition & Grading Policy explains how Ocean Liquidation (“we”, “us”, “our”) describes and grades the condition of the pallets and products we sell. Understanding these condition grades is essential to making informed purchasing decisions and setting realistic expectations about the inventory you will receive. By placing an order with Ocean Liquidation, you acknowledge that you have read and accepted the grading standards described in this Policy.

1. General Notes About Liquidation Inventory

Before reviewing our specific condition grades, it is important to understand several fundamental characteristics that apply to all wholesale liquidation merchandise, regardless of the condition grade assigned:

All pallets sold by Ocean Liquidation may include some combination of overstock, shelf pulls, customer returns, open-box items, and salvage merchandise, depending on the specific load and as clearly stated in each product listing. Liquidation inventory by its very nature is sourced from retail surplus channels, and items can show evidence of prior handling such as price stickers, store labels, security tags, adhesive residue, tape marks, dents, scuffs, or worn outer packaging.

Some items within a pallet — particularly those from customer return or mixed loads — may be missing accessories, original manuals, charging cables, remote controls, or original manufacturer retail packaging. This is a normal and expected characteristic of liquidation merchandise and is fully reflected in the discounted wholesale pricing of every pallet we offer.

All goods sold by Ocean Liquidation are sold AS-IS / WHERE-IS, as further detailed in our Refund & Returns Policy. Buyers are encouraged to research the resale market for specific product categories and condition grades before making a purchase to ensure the investment aligns with their business model and expectations.


2. Condition Grades

Ocean Liquidation uses the following standardized condition grades across all product listings. These grades are applied at the pallet level to describe the predominant condition of the merchandise contained within. Not every grade is available in every pallet — the specific condition grade applicable to each listing is always clearly stated on the product page.


Grade A — Brand New / Overstock

Items classified as Brand New or Overstock are products that are new and unused, originally manufactured for retail sale, and have not been purchased or used by any end consumer. These items typically come from excess retailer inventory, discontinued product lines, cancelled purchase orders, or manufacturer overproduction.

Brand new and overstock items represent the highest condition tier available in the liquidation market. They generally offer the strongest resale margins, the cleanest presentation to end buyers, and the most straightforward listing experience on platforms such as Amazon, eBay, and Shopify.

What to expect from Grade A pallets: items are unused and in original or near-original condition; retail packaging may show minor signs of warehouse handling such as small dents, light shelf wear, or price tags applied by the original retailer; the items themselves are completely unused and unaltered; and accessories, manuals, and components are typically present and intact.


Grade B — Shelf Pulls

Shelf Pull items are products that were placed on retail store shelves for sale but were subsequently removed without being purchased by a consumer. Common reasons for shelf pulls include seasonal changeovers, store resets, planogram changes, packaging updates, and SKU discontinuations.

Shelf pull items are generally unused and in good to excellent condition, making them one of the most popular condition grades for resellers seeking near-new inventory at a lower price point than Grade A. They typically resell well across all major platforms and appeal to a broad range of end buyers.

What to expect from Grade B pallets: items are unused but may have been on display in a retail environment; outer packaging may show signs of consumer handling such as minor tears, dents, missing shrink wrap, store stickers, or security sensor marks; the products themselves are generally intact and functional; and most items will include original components and accessories, though this cannot be guaranteed for every unit within a pallet.


Grade C — Customer Returns

Customer Return items are products that were purchased by retail consumers and subsequently returned to the original retailer for any number of reasons. These reasons may include change of mind, sizing or compatibility issues, duplicate gifts, delivery damage, dissatisfaction with the product, or minor defects. Customer returns are one of the most common and widely traded categories in the liquidation market.

The condition of customer return items varies significantly from unit to unit. Within a single pallet, you may receive items ranging from like-new and still in sealed packaging to visibly used, lightly damaged, or non-functional units. This variability is a defining characteristic of customer return pallets and is reflected in their pricing relative to higher-grade inventory.

What to expect from Grade C pallets: condition ranges widely from like-new to visibly used within the same pallet; some items may require cleaning, testing, minor repair, or repackaging before resale; original packaging may be open, damaged, taped, or replaced with generic packaging; accessories or components may be missing in some units; and for electronics and appliances, buyers should anticipate that some units may require testing and basic troubleshooting before listing for resale.


Grade D — Mixed Returns / Mixed Grade

Mixed Grade pallets contain a combination of items from two or more condition tiers. A single mixed pallet may include brand new overstock, shelf pull merchandise, customer returns, and in some cases salvage-grade items. The specific mix varies from pallet to pallet as these loads reflect the full diversity of retail liquidation supply channels.

Mixed grade pallets are best suited for experienced resellers who are comfortable sorting, grading, and processing diverse inventory, and who understand that the overall value of the pallet is spread across multiple condition levels. Pricing for mixed grade pallets reflects the higher-risk, higher-variety nature of the load.

What to expect from Grade D pallets: a broad and unpredictable mix of product types, conditions, and categories; a blend of fully resellable items, items requiring minor repair or cleaning, and units best suited for parts or recycling; significant variation in individual item value across the pallet; and no guarantee of specific product categories, brands, or proportions of any particular condition grade within the load.


Grade E — Salvage / For Parts

Salvage grade items are products that are generally not guaranteed to be fully functional and may exhibit significant cosmetic defects, mechanical damage, missing major components, or severe packaging issues. Salvage inventory is typically sourced from heavily damaged returns, warehouse accidents, freight damage, or end-of-lifecycle retail programs.

Salvage pallets are best suited for buyers who specialize in parts harvesting, repair and refurbishment operations, recycling programs, or DIY projects. They are not recommended for buyers seeking resale-ready inventory without significant processing. Salvage pallets are priced to reflect the reduced utility and higher risk associated with this condition tier.

What to expect from Grade E pallets: items may be non-functional, broken, or heavily damaged; cosmetic damage such as cracked casings, missing screens, bent components, or severe dents is common; packaging may be completely absent, heavily damaged, or replaced with bulk packing materials; accessories and components will frequently be missing; and buyers should perform thorough inspection and testing of all units before making any resale determination.


3. Mixed Condition Pallets

Many pallets sold by Ocean Liquidation contain items across more than one condition grade. When a pallet is described as “mixed condition” in the product listing, buyers should expect a genuine blend of multiple grades within the same pallet. The product listing will always specify whether a pallet is single-grade or mixed-grade, and any available information about the approximate proportion of each grade will be provided in the listing description where known.

It is important to note that the presence of lower-grade items within a mixed pallet is not a defect or a grounds for a return or refund — it is a fundamental characteristic of mixed-condition liquidation inventory and is fully priced into the cost of the pallet.


4. Manifests and Item Lists

Some pallets sold by Ocean Liquidation include a manifest — a document listing the approximate contents, categories, brands, or estimated retail values of the items within the pallet. Other pallets are sold as unmanifested loads, meaning no advance item list is provided.

Where a manifest is included, the following important conditions apply: manifests are provided as a general guide only and are considered approximate; manifests may contain minor errors, substitutions, or discrepancies due to the nature of how liquidation inventory is sorted and consolidated; the manifest does not constitute a guarantee of exact product contents, specific brand quantities, individual unit values, or overall pallet retail value; and variations from the manifest in product mix, style, size, model, color, or individual item value are normal and are not grounds for a refund or return.

When a pallet is listed as having no manifest, the buyer acknowledges and accepts that the exact product contents are unknown in advance. All sales for no-manifest pallets are final and no claims will be considered based on the actual contents received.


5. Testing and Functionality

Unless otherwise explicitly stated in the individual product listing, items within customer return, mixed, and salvage grade pallets are not individually tested by Ocean Liquidation prior to sale. Brand new and overstock items are assumed to be functional based on their new condition, but are not individually tested or verified by our team.

For tested pallets — where the listing specifically states that items have been tested and verified — our team has conducted basic functional testing to confirm that the primary functions of each item are operational at the time of testing. Please note that tested status does not constitute a warranty and does not guarantee that all features or secondary functions have been verified.

Buyers of customer return, mixed, and salvage pallets should plan to conduct their own inspection, testing, cleaning, and where applicable, repair or refurbishment of items before listing them for resale. This is particularly important for electronics, power tools, kitchen appliances, and any category of item where functionality is a key factor in resale value. Ocean Liquidation strongly recommends that all buyers factor testing and processing time into their resale planning and pricing strategy.


6. Packaging and Presentation

Across all condition grades, buyers should expect the following with respect to product packaging and presentation:

Retail packaging may be dented, torn, opened, taped, resealed, or replaced with generic poly bags, plain boxes, or bulk packing materials. Items may carry price stickers, clearance tags, store labels, security sensor marks, or adhesive residue from removed stickers. Some items may be poly-bagged individually without any retail box or manufacturer packaging. In some cases, items from the same product line may have mixed or mismatched packaging. Original inserts, instruction manuals, warranty cards, and promotional materials may be absent from some or all units within a pallet.

The presence of packaging variations, damage, or missing secondary packaging elements is entirely normal for liquidation merchandise and does not constitute a defect or qualify as grounds for a return or refund under any circumstances.


7. Buyer Responsibility

It is the buyer’s sole responsibility to read and understand all product listing descriptions, condition grades, and applicable policies in full before placing an order with Ocean Liquidation. By completing a purchase, the buyer confirms that they have understood the condition grade assigned to their chosen pallet, accept the inherent variability and risk associated with liquidation merchandise at that grade level, and have made their purchasing decision based on informed expectations rather than guarantees of specific contents or individual item quality.

Ocean Liquidation is committed to providing accurate and transparent condition information on every product listing. However, because liquidation inventory is diverse, varied, and sourced from multiple supply chain channels, some degree of variation from expectations is inevitable and is a recognized characteristic of the wholesale liquidation market. Buyers are encouraged to start with smaller orders to build familiarity with specific product categories and condition grades before scaling to larger pallet volumes.
